Incite Resolve would mainly benefit aggressive decks that can reliably make another attack after playing it—especially decks that value arsenal access and can exploit a possible blue-card hit for +2 power—but its symmetrical effect is a serious drawback because your opponent also gains an arsenal card, which may be more valuable to them than the bonus is to you. Since the blue-card condition is random and the card does not guarantee meaningful card advantage, it is generally weaker than more reliable setup or attack-enhancing options such as **Fate Foreseen** for filtering and arsenal value, or class-specific cards that provide guaranteed power, resource, or go-again. It could be tested in a low-cost, attack-heavy deck with strong arsenal synergy, but in most competitive lists it should not see play unless the format or a particular hero has a very strong reason to exploit the extra arsenal card.
