Raging Streets is most useful in an aggressive deck that often has just its own attack card on the active chain link: in that situation, the “random” choice is guaranteed to give your attack +3 POWER. It becomes unreliable once the opponent blocks with non-equipment cards, since the bonus could go to a defending card instead. For most decks, a more predictable attack reaction—such as **Razor Reflex** when its attack restriction is met—is a better choice. I’d consider Raging Streets for a deck that can reliably use it before blocks are added, but I wouldn’t treat it as a general staple.
