Clear Conscience (2) is best suited for Illusionist decks that want on-hit disruption and incremental value, particularly Prism or Enigma builds that can reliably push damage through with go‑wide auras, Spectral Shields, or effects that tax or limit blocking so the Fragment drawback (losing 2 power when defended by a 2+ DEFENSE card) is less punishing; the card’s real value is forcing both heroes to bottom-deck a card while you break parity by benefiting more from the Ponder token through better deck manipulation or combo setup. However, compared to stronger Illusionist blues that either provide more consistent on-hit pressure (like Heralds in Prism that generate board presence) or better resource efficiency and utility, Clear Conscience (2) is generally below rate because 3 cost for conditional disruption without inherent go again or significant damage ceiling is mediocre in competitive play.
