Darkest Hour is primarily suited to an aggressive Levia Shadow deck, where it can attack for its own power, gain go again, and make the following Shadow attack hit significantly harder; the alternative cost is especially useful when you want to preserve resources, although putting a card from hand on top of your deck costs card advantage and can interfere with drawing the cards you need. It is less attractive in Vynnset or other decks that do not consistently play multiple Shadow attacks, since its bonus then becomes unreliable. For pure efficiency, Howl from Beyond is generally better as a setup card because it costs less while still boosting the next Shadow attack and providing go again, whereas Darkest Hour’s advantage is that it also contributes its own attack and can create a stronger multi-attack turn. Darkest Hour should see play as a reasonable inclusion in Levia, particularly in aggressive builds that can reliably follow it with a powerful Shadow attack, but it is usually not
