Restless Quartermaster is best in proactive Necromancer ally decks—especially builds that can create several allies, protect them long enough to attack, or force opponents to defend awkwardly—because its zero resource cost lets it come down without compromising larger turns and its hit effect is particularly punishing against heroes that rely on arsenal cards for defense reactions, instants, setup pieces, or powerful two-card turns. It is mainly a disruption card rather than a damage-rate card, so it is strongest as a meta call into arsenal-dependent decks and weaker into decks that can comfortably play from hand or easily block a small ally.
