Check-Raise is for a dedicated Wager deck—one that can reliably make a Wager attack after playing it and can capitalize on the extra +4 power, ideally with on-hit effects or attacks that become difficult to block at high power; the go again makes it a reasonable setup card, but it is effectively blank in decks without enough Wager attacks. It is not strictly better than every alternative: **Pummel** is generally stronger when your deck regularly attacks with 6+ power, since it grants the same +4 at reaction speed and adds a discard-on-hit threat, but Pummel does not specifically support Wager sequencing and has a higher resource requirement. Check-Raise should see play in a focused Wager list with a sufficient density of Wager attacks, especially if those attacks have valuable hit effects, but it should not be included merely as generic damage in decks that cannot consistently satisfy its condition.
