A deck that focuses on disrupting the opponent's mana base or slowing down their land development would benefit from using Plow Under. By putting two target lands on top of their owners' libraries, this card can significantly disrupt the opponent's game plan. However, there are other cards like Armageddon or Blood Moon that can have a more immediate and impactful effect on the opponent's lands, making them potentially better choices depending on the specific strategy of the deck.
