Pummel is best in Guardian and Brute decks—especially Bravo, Betsy, or other builds using club/hammer weapons and expensive attack actions—because it can turn a weapon swing into a major break point or make a 2-cost-or-more attack threatening enough to force a defense, while the hit effect can strip an opponent’s card; it is much less attractive in Ninja, Warrior, or Mechanologist decks that mainly use cheap attacks or weapons that do not qualify. There is no universally better replacement: in Guardian, Pummel is one of the strongest generic attack reactions and should generally see play, often at two or three copies, provided the deck can reliably generate two resources; in Brute, class-specific options such as Bloodrush Bellow may be more efficient when their conditions are met, while powerful attacks such as Command and Conquer can have a greater overall impact but are not substitutes because they occupy a different card type and can actually be strengthened by Pummel.
