About Volt Charge
Volt Charge, Instant, designed by Jana Schirmer & Johannes Voss first released in May, 2011 in the set New Phyrexia and was printed exactly in 3 different ways. It's currently being selled by the minimum price of 5.75.
A deck that focuses on +1/+1 counters or energy counters would benefit from including Volt Charge, as it provides both direct damage and the ability to proliferate counters, potentially increasing the power of your creatures or other permanents. While Volt Charge is a solid card for decks looking to utilize counters, there are other options such as Lightning Bolt for direct damage or Inexorable Tide for more powerful proliferate effects. Whether Volt Charge should see play depends on the specific strategy and synergies of the deck, but it can definitely be a strong inclusion in the right build.

Players can respond to a spell or ability whose effect includes proliferating. Once that spell or ability starts to resolve, however, and its controller chooses which permanents and players will get new counters, it’s too late for anyone to respond.

To proliferate, you can choose any permanent that has a counter, including ones controlled by opponents. You can’t choose cards in any zone other than the battlefield, even if they have counters on them.

If the permanent or player is an illegal target when Volt Charge tries to resolve, it won’t resolve and none of its effects will happen. You won’t proliferate.
