Electrify (3) fits best in aggressive, low-to-the-ground hero decks that can reliably push damage through on-hit effects and want to keep up momentum via Go again—most notably Lightning-element heroes (e.g., Lexi, Lightning) and similar heroes that run cheap attacks and benefit from triggering on-hit triggers; it's also a sidegrade in generic aggro or "Go again" chains in heroes like Katsu or Ira where you want a cheap link to set up more pressure. As for competition, in Lightning builds Voltic Bolt is generally considered the better budget option since it distributes the damage more efficiently, and outside of Lightning decks cards like Command and Conquer, Drone of Brutality, or Pummel often outclass a single point of on-hit damage in most non-Lightning aggressive shells, so Electrify is situational rather than a staple.
