A deck focused on disrupting opponents' strategies and gaining control of resources would benefit from using Pay Up (1). While this card can be situationally powerful against decks that rely on Gold tokens, there may be better options available depending on the overall strategy of the deck. Cards that offer more consistent value or synergy with the deck's win condition may be preferred over Pay Up (1), but it could still see play in certain metagames or sideboard situations.
