A deck that focuses on banishing cards and/or manipulating the banished zone, like a Runeblade deck with plenty of banish effects, would benefit from including the Rifted Torment card. It provides recurring damage and the potential for additional effects when played from the banished zone. Other cards like Arcanic Crackle or Nullrune Robe could be considered alternatives depending on the specific strategy of the deck, but Rifted Torment's ability to deal damage and synergize with banish effects makes it worthy of consideration in the right deck build.
