**Wind Cutter** fits best in aggressive Ninja decks that reliably hit multiple times per combat chain—most notably **Katsu** or **Fai** builds focused on wide chains with go-again and cheap 0-cost attacks—since its Attack Reaction requires you to have hit twice before tutoring a **Shuriken** directly into the arena, enabling value engines like *Shuriken of Loyalty* or *Hidden Steel*–style payoff turns; however, it’s generally considered underpowered compared to staple arm equipment such as **Mask of Momentum** (card draw on 3 hits), **Tiger Stripe Shuko** (efficient damage push in Draconic Ninja), or **Breaking Scales** (guaranteed breakpoint pressure), all of which provide more immediate and consistent impact without needing setup, so while Wind Cutter can function in niche Shuriken-focused or more casual builds, it is typically outclassed in competitive play and does not usually see top-tier play.
