Malignant Migration best fits a dedicated Necromancer zombie/reanimator deck that regularly banishes important cards and can replace discarded zombies, since it provides a zero-cost attack, graveyard setup, and Go again in one action; however, outside that strategy, discarding a zombie for only one recovered card is usually too expensive and the attack may be underpowered compared with more efficient Go again attacks such as `Ravenous Rabble` for aggressive decks or `Belittle` in decks that can exploit its tutor package. It should see play as a synergy card—probably as a few copies rather than an automatic four-of—in a zombie-focused list built around recursion and graveyard value, but it is not worth including in a generic Necromancer deck unless the banished-to-graveyard effect directly enables a powerful payoff.
