Malignant Migration (blue) is best in a Gravy Bones/Necromancer deck built with a high Zombie count and with cards that actively want to move from banish back to the graveyard, since it converts an otherwise disposable Zombie into recursion setup while still presenting a go-again attack and functioning as blue pitch. It is not a generic power card: decks that cannot reliably discard a Zombie, or that do not gain value from returning banished cards to the graveyard, should generally use stronger blue attacks, defensive cards, or more proactive Zombie generators instead. There is no strict one-for-one “better” replacement because its banish-to-graveyard effect is unique utility, but cards that create Zombies, attack for more efficient damage, or directly recur the specific card you need will usually be better when Migration’s condition is not live.
